setting mapext before projection does not work

When attempting to change the projection for a certain map extent using CGI 
variables, if the map extent is passed before the projection, the resulting map 
is wrong.  If projection is passed before map extent, it works fine.

Still an issue but the workaround is obvious so this is a low priority at the
moment.
