Description
The OGC WFS/FES SWG has decided that STARTINDEX should begin at 0, contrary to current MapServer (and Deegree, and OGR WFS client) interpretation. See http://trac.osgeo.org/mapserver/ticket/4180 At first sight, Assefa's patch would need to be changed not to error out if startIndex = 0.
