They should be moved to reflect their relationship / association with Mapserver.

I don't know what the best solution would be, but it could be possible to have three ""root entries"" in the documentation - Mapserver, TinyOWS and MapCache.  The Mapserver root entry would contain the original Mapserver documentation (everything moved one level down).  A less drastic (but perhaps less intuitive) solution could be to just move MapCache and TinyOWS below the Mapserver stuff in documentation.txt.
