WMS GetCapabilities should not return an error when there are no layers present

Description
When a mapfile has no layers, a GetCapabilities request resutls in a Service Exception:
msWMSGetCapabilities(): WMS server error. WMS request not enabled. Check wms/ows_enable_request settings.
We believe it should just return a valid capabilities document with no layers.
By the way, we have set ows_enable_request to "*" in the WEB metadata.

I believe this has been reported and fixed in SVN trunk r12926 for ticket #3755.
Closing as duplicate.
