Clarify docs on percentages use in LAYER UNITS

Description

Please consider this patch against trunk to improve the docs for LAYER->UNITS. I assumed percentages meant values between 0 and 100, but it is actually 0 to 1, whereas other places in mapserver use percentages between 0 and 100 (transparency for example).
