OGC Cite WMS Test Suite-Exception thrown wrong code for an invalid format request

Description 

The WMS server sends a service exception with an invalid code when a request is
made with a format that is not appearing in the capabilities document.  The code
should be "InvalidFormat".

Also there is a "<br>" tag that stops the evaluation of the xpath expression.

Test path:  hwms/wmsops/getmap/params/format/1
