Backport mapprojhack.c to 5.4 and 5.6

Description

Because of changes to proj, older versions of mapprojhack.c no longer work with the latest proj. This ticket will track backporting this to the MapServer 5.4 and 5.6 branches.

5.4 doesn't seem to compile as of the recent addition due to the missing lstrcpy definition (using MSVC on Windows).

Fixed Linux build in branch-5-6 r12617 and branch-5-4 r12618 (Add -DNEED_STRLCPY is strlcpy() not provided by system libs)
