overfull lines in PDF documentation

Description
With the PDF documentation there are many pages with paragraphs that are not human readable, as the text trails off the right margin. If I recall correctly, LaTeX calls these "Overfull \hbox" paragraphs. Here are some specific examples:

Fixed long lines and some other smaller formatting issues in the wms_server document in trunk (r12682).

Fixed some long lines in the OGC filter encoding documentation (r13077).
Some overflows fixed in r11990 (tutorial-section1, mapfile-join, mapfile-labelencoding). Still many to go!
