New vector format description page for SpatiaLite - Documentation

I have created a new description page for SpatiaLite connections (via OGR).

I assume that this page would be linked from here: http://mapserver.org/input/vector/index.html

It follows the same format as the other vector format pages, like this: http://mapserver.org/input/vector/pgeo.html
