Make sure VALIDATION block is documented...

Description

This is a block (e.g. VALIDATION ... END) that is used to hold validation patterns for URL-based changes and now runtime substitutions (see #3522). We need to make sure it is adequately described in the documentation...

More info is available in RFC 44, and one of the docs that needs updating is http://mapserver.org/cgi/runsub.html (I dunno if there are others)

Another place that needs updating is: http://mapserver.org/cgi/controls.html#changing-map-file-parameters-via-a-form-or-a-url

There is also #2971 that mention this. One of them should be closed as duplicate.

This (block validation and map file url substitution) I believe is important as a documentation (personally It takes me several minutes to get it right every time I try to do it and I only try to do simple things)
