Description
This is related partly to the one pass query work (http://mapserver.org/de/development/rfc/ms-rfc-52.html) and a proposed change http://mapserver.org/development/rfc/ms-rfc-65.html
I believe the OGR driver uses the shape->tileindex as a tile index (I think when using a TILEINDEX in the map file) and the shape->index as relative index to the query.
This assumption done in OGC filter code that shape->index contains the global shape id does not work
