WMS: support for other dimension elements beside time

Description
There has been few requests over the years to be able to support other dimensions beside Time (such as elevation, depth, etc ..)
The idea is to allow the user to publish the dimensions relevant to it's data and allow a client to do a query using the dimension

FYI you could accomplish this using WMS and SLD with Filter.
