Description
The values of the exceptionCode and the locator are inverted in the exception report when the 'request' parameter is missing from a getfeature request.
The request is: http://gw.mapgears.com:8500/cgi-bin/mswfs110_ogc_cite?&service=WFS&version=1.1.0&typename=sf:PrimitiveGeoFeature&namespace=xmlns
