Incorrect exception code for a missing value in an exception report in response to a getfeature

Description

The exception code for a missing value should be "MissingParameterValue?" instead of "InvalidParameterValue?".

The value 'InvalidParameterValue?' should be correct based on table 19 of the OGC 05-008 specification. This is a matter of interpretation I guess.

We should consider empty strings also as missing parameters. committed in r9928.
