MAP file setting for case-insensitive search

Description

It would be nice to have a setting in the MAP file to influence that all OGC Filter queries will be executed case-insensitively (regardless of the fact that the OGC specs say that everything should be case sensitive by default, which is very user unfriendly). Something like: 

WEB
  METADATA
    "ows_matchcase" "false"
  END
