The 2009 logo should be replaced w/ 2010.

The 2010 local committee is meeting today and will discuss the need for logo banners, but until then, I've created a transparent png of their logo and added it to our site.

I've asked the local committee to produce a wiki page of banners, like the 2009 committee did (http://wiki.osgeo.org/wiki/FOSS4G_2009_Marketing)
