Description
Upon trying to direct a new user to the mapserver mailing list, I was unable to find a link to the list on the front page of http://mapserver.org. It appears to only be available quite a bit deeper in the tree. It would help new users it if was a bit easier find than going into Docs -> Community Activities. Hope that helps, thanks.

I think this is a good idea. Since no one has dismissed this as a won't fix or invalid, I included a link on the Mapserver front page in r12587. I also moved the "not a GIS" part up. It would be good if someone could have a look and improve the text if necessary.
