The URL for label encoding on the following page is invalid:

The link to label encoding found in the following section of http://mapserver.org/mapfile/label.html#label now seems to be OK (it points to http://mapserver.org/mapfile/labelencoding.html#labelencoding).

ENCODING [string]

    Supported encoding format to be used for labels. If the format
    is not supported, the label will not be drawn. Requires the
    iconv library (present on most systems). The library is always
    detected if present on the system, but if not the label will
    not be drawn.

    Required for displaying international characters in MapServer.
    More information can be found in the Label Encoding document.

I have therefore marked it as invalid.
