2.4.5 I think "Encoding" now is recommended when - hence why not include it in the example?

I think the note could be clearer: the LABELITEM parameter in the LAYER object speicifies what column in the data should be used as label. The label is displayed by the FONT, declared in the FONTSET file. Encoding describes what encoding is used in the file.
