Add OPACITY support for LABEL rendering

Description
Presently only labels drawn with their feature (i.e. LABELPRECACHE ON) respect LAYER level OPACITY. Labels in the cache have no provision for semi-opaque display. Ideas would be 1) support LAYER level opacity although this would be quite expensive since temporary images would have to be maintained for each layer with semi-opaque labels and 2) adding an OPACITY keyword to labelObj's.
