Description
When a layer that has a time dimension without a default value is requested without supplying the dimension parameter, the response is an exception with code=MissingDimensionValue.

Tom,
I dug to find out where this test comes from and it was from http://cite.opengeospatial.org/te2/ page. This is the beta testing engine. Since the WMS 1.3.0 is not in beta testing mode I should NOT have used this tests suite but this one: http://cite.opengeospatial.org/teamengine/
We could ignore this ticket.

Norm: what does the LAYER time information look like in the mapfile? When I try with trunk with wms_timeextent and wms_timeitem, and no wms_timedefault, I do not get an Exception. What is the desired output that CITE is looking for?
