Description
The LABEL ENCODING docs at http://mapserver.org/mapfile/label.html need a few updates:
- There is a link to http://www.foss4g.org/FOSS4G/MAPSERVER/mpsnf-i18n-en.html which is no longer valid. We can probably remove that reference.
- We should add some information about the list of supported encodings or where to get it. Here is what I just wrote to the mapserver-users list about this:
MapServer uses the libiconv library to deal with encodings. There is a list of encodings that the lib supports here: http://www.gnu.org/software/libiconv/ ... and one can also use the "iconv -l" command on a system with libiconv installed to get the complete list of supported encodings on that specific system.

In r11993, the mapfile-labelencoding document has been updated for trunk and 6.0, partly according to suggestion number 2 (much had already been adressed). I could not find the FOSS4G link.

It would be great to address this for 5.6, the info on the use of ENCODING is very limited at the moment.
