Description

When using the AGG driver WMS error image will be sent in GIF format (if mapserver is built with GIF or PNG as a 2nd choice)

User expects the exception image to use the same format defined for it's map.

Note also that if the map's output format is set to other that GD or AGG, It will default to GD/GIF (or GD/PNG if not built with GIF), which is acceptable.
