Description
Mapserver Reference documentation is not up to date with RFC 28, specifically the DEBUG <value> settings in the MAP and LAYER objects.

- updated both MAP (http://mapserver.gis.umn.edu/docs/reference/mapfile/mapObj/) and LAYER (http://mapserver.gis.umn.edu/docs/reference/mapfile/layer) descriptions for the DEBUG parameter.
