Description

It is desirable to use the Oracle Spatial driver as a plugin (mostly on Windows to prevent the user from doing dll swapping).

Added to the driver in r6925

r6926 and r6927 add windows makefile support. Neither the SDE nor the OCI driver plugins can be built on *nix without doing some makefile editing by hand currently.
