This should be addressed seperately from this ticket, so I'll close this one.

I'm not exactly sure that what you describe is a bug in MapServer. My understanding is that mapserver is expected to resample available data into a raster with the size and extents requested regardless of the extent or resolution of the source data.

But we can pursue that elsewhere.
