[MapServer-msautotest]pixels shift with wld_upsidedown.map in gdal directory

There is a pixels shift in the bottom of the image generated by MapServer
compare to the expected result.  The map is wld_upsidedown.map in the gdal
directory.

I will attach relevant images.

I have tried to reproduce this on linux and windows unsuccessfully. What circumstance are you running into this in?
