Description 

Any new bugzilla accounts are granted full editing priviliges for all bugs.

(Steve, you should check bug#10 and see that all looks as it should. It was the 
bug I chose to test editing priviliges with.)

Is there a problem with everyone having full edit privileges on all bugs?  If 
someone starts doing stupid things then the original reporter will still receive 
email notifications and can come back to fix things.

Should we mark this INVALID?

I never considered it a big deal so never fixed it. I'd mark it as 'WONTFIX' 
and leave it.
