An SLD Rule can have a Name and/or Title.

Mapserver currently only maps the Name to the NAME of the CLASS.

If an SLD only has a Title and not a Name, it should map the Title to the NAME
of the CLASS.

For instance the ArcMap2SLD tool only outputs a Title and no Name. In that case
legends in Mapserver WMS become problematic.
