Need to add significant error messages when sld parsing fails.

Does this mean we should expand on each msSetError call in mapogcsld.c? If yes, how so, i.e. which error messages are unclear?

This need to be addressed before the 6.0 release. All SLD errors (such as parsing) are trapped but never propagated to the user. I believe that if there is a major error, an exception should be returned at the WMS level. Implementation right now does not fail at the user level.
