Add getSymbolNameById function

Description 

Add a mapscript function that return a symbol name (if any)
with a symbol index.

For now there is a getSymbolIdByName function but not
getSymbolNameById. In some cases it can be useful.

If we create a symbolObj in bug 241 then the symbol name would become available 
via this object.  I think this can be considered a duplicate of bug 241.
