Reading through, it looks like this bug is invalid because ArcIMS is not WMS compliant. There is a way you can force ArcIMS to do the right thing, and it has been described in a subsequent FAQ.

Or, is this bug being held open to add *client* support for requesting square pixels from non-compliant servers?
