Description
I tried to use Japanese class name to use Japanese legend, but it shows unreadable characters.

I assume this is happening with the GIF legend and not with the HTML legend, right? Maybe a missing call to msGetEncodedString() in the code that produces the GIF legend in maplegend.c? Mario, would it be possible for you or someone from your team to look into and provide a patch for this? I'm sure it would be much easier for you to reproduce and test this than for us. If not then we'll try to reproduce this here.
