[WMS-Server] Features colored in the same color as the BG are transparent

A WMS layer that have the same color as the background color will be
transparent. It seems that all color that are identicall to the BGColor are
transparent.

Setting target to FUTURE since it is very to workaround. Just change the
background color.

A WMS client has the option to specify BGCOLOR.  I'm not sure if this is
MapServer issue as much as a client issue (i.e. I'm not sure there is much we
can do about this).

Bump. Is there anything we can realistically do about this? Seeing that we have no control over what the client passes as BGCOLOR and comparing it to the colours of the features drawn to the map. One _possible_ option would be to at least outline the would-be transparent features, but I think even that is pushing it.

My recommendation would be to mark this as WONTFIX, but I'd be interested in hearing the viewpoints of others here.
