Rotated images do not scale in AJAX Viewer with new symbolization

Description

If you create a symbol definition containing a rotated image and set a scale in the symbol instance, then the image is drawn unscaled in AJAX Viewer. If you set the image angle to zero then it does scale.

There are some TODO comments in the code (GDRenderer::DrawScreenRaster?) noting that this needs to be implemented.
