Symbols with no graphic elements can hang the server

Description

I got the server to hang while rendering a (new-stylization) polyline layer. The symbol's bounds was still initialized to the invalid state, and that confused the line wrapping code.

The best way to address this is to simply skip any symbols that have no elements.
