Custom print command does not respect Print Layout background color selection with DWF Viewer

Description

When using the custom print command for web layouts, and you have created a print layout with background color set to something other than the default, the resulting print of that web layout in DWF Viewer does not show that color for the background.

The previous submission needs to be reverted - it was based on an incorrect interpretation of layout background color.
