Description
The mailing list is full of unanswered questions about how to create transparent layers for use with WMS.
Standard WMS calls with TRANSPARENT=TRUE with PNG do not work
As there has been no response and as it appears to not be possible, I think it's broken

Zac, I'm going to close this. If it's still important to you and broken, and you can provide a URL (against Sheyboygan?) that this can easily be tested with, please re-open.

It appears that after requesting a GIF version of the tile, the PNG version is subsequently TRANSPARENT. I am doing some more investigation
