Loading bar does not display when the toolbar is not visible

When you have a layout with the toolbar visible you get to see a "loading" icon - the blue animated coloured bars graphic. If you create a layout without the toolbar there is no user interface to show that a map is loading when you zoom, pan, etc...

The patch file to fix the map loading icon

I submitted the patch which will check to display the loading bar at the center of the map area when the toolbar is not visible in web layout.

The patch looks okay, but I'd prefer a different loader icon be used instead of re-using that tiny loader icon which barely stands out when stuck in the map viewport instead of the main toolbar.
