Create Package: Support ability to read list of resources from file

Maestro supports the ability to compile a full dependency list of a resource and saving that to a text file.

This feature was naturally designed to be paired with the ability to create a package from a specific list of resources.

So to make this as simple as possible the Create Package dialog should allow reading the list of resources from a text file (assumed to be the same text file saved by the compile full dependency list command)
