mapadmin/constants.php file name is different in Win and Linux

Description
- install webtier on Window machine.
in \www\mapadmin directory, the file is Constants.php started an uppercase "C".
- install web tier on Linux machine.
in /www/mapadmin directory, the file is constants.php started with a lowercase "c".
This cause problem for some of the php files in the schemareport directory to run on Linux because they have include file statement to "Constants.php".

Windows install has been changed to contain "constants.php"
