Update library version information

Description
For Linux, MapGuide is consistent in its use of -version-info when creating its libraries. But we haven't updated the actual version information for a while now. For example, there were a few changes to the public API in the 1.2 release, and that typically warrants a version update.

We need to address this in the next release; let's get our version info up-to-date.
