Set NLSPATH in server so that FDO messages show up

Description
FDO uses the NLSPATH environment variable to find the messages stored in FDOMessage.cat. If we set NLSPATH to %FdoPath%/nls (where %FdoPath% is the value of FdoPath from the serverconfig.ini) as an "environment variable for the process" when the server starts then FDO should be able to give nicer messages.
I think that FDO should be able to find the FDOMessage.cat file on its own, but until that happens; we can do this workaround. I have entered ticket http://trac.osgeo.org/fdo/ticket/640 for FDO, if that is addressed then this MG ticket could also be closed.
