Raster: sporadic results, sometimes some of the image tiles draw, sometimes none draw, sometimes some are the incorrect size, and so on

The server will sometimes return the following FDO error when panning around some tiled raster images:

No raster data available using the requested image extents, height and width.

The above error should not be occurring when there is actually raster data to display.
