create and edit user - filter for users does not filter correctly

The filter column at the top does not filter the user in the right way.

1. when I insert a filter no entries are shown in the selectbox
2. when I take an empty filter an empty list is shown in the selectbox

Looks like this functionality got effected by the security fixes. Worked in 2.6
