integrat the new administration applications to Mapbender 2.7

hi,

i like this applications.
but i noticed some things doesn't work (tested in German Version of Application).

* Create a new user
* WMC,WMS,WFS Metadata Editor doesn't work.
* loadWmsToGui WMS->Gui (mod_loadCapabilitiesList.php)
* DeleteGui? (Application)
* ExportApplication? (SQL)
* CSW Management
* Customize Tree
* publish WMC

  • translation similar to admin2_de and admin2_en
  • added create a new user
  • new applications are part of update_2.7rc1_to_2.7rc2_pgsql_UTF-8.sql
