Automatic save popup-div after a digitalisation

Description

a popup-div for saving a digitalisation should appear after you completed a digitalisation, instead of first clicking the save button before there is the popup window. the popup-div should appear on the right side of the browser.

I'm not sure if we really need this. Deferred.

new variable in digitize_default.conf 

var openMetadataEditorAfterNewGeometryHasBeenCreated = true;
