winGRASS compilation: dumpbin: command not found

Description

When compiling following ​http://trac.osgeo.org/grass/wiki/CompileOnWindows, the compilation gives an error (dumpbin: command not found).

Shouldn't dumpbin only for Visual Studio compilation? Here MinGW is used.
