wxGUI: Attribute Table editor lets you modify tables from other mapsets

Description

Hi,

if you add a vector layer from another mapset (e.g. fields@PERMANENT) in the wx Layer Manager, then open the Attribute Table Manager GUI (last icon on right) you can right click on a row and select "Edit selected record". It lets you do that, and it successfully submits the change.

If the mapset does not match the vector map's mapset it should only open the table in read-only mode and grey out most of the context menu tasks.

Looks good in 6.5svn, relevant editing/deleting options are now greyed out.
