GRASS will bould nviz eaven without tcl/tk

Description

If user doesn't have/use tcl/tk while building GRASS, NVIZ still is built but it's compilation fails as NVIZ requires tcl/tk.

Solution: don't build NVIZ if tcl/tk is not provided.
